- While plans are progressing to allow deep-sea mining to start in international waters — and in some countries’ national waters — Whipps says he believes the world is starting to understand the importance of the deep sea as a growing number of nations call for a moratorium.

Not merely ‘exploration’: PNG deep-sea mining riles critics & surprises officials
- Deep Sea Mining Finance (DSMF), an obscure company registered in the British Virgin Islands, recently conducted an exploratory mining operation off the coast of New Ireland province in Papua New Guinea (PNG), according to civil society members and a government official’s statements to the media.
- Satellite-based vessel-tracking data show that much of this mining activity took place in and around a controversial project site known as Solwara 1, where mineral-rich hydrothermal vents are located.
- Critics say the operation was illegal and that DSMF’s activities flout two ongoing moratoria that should prevent deep-sea mining in PNG’s territorial waters. On the other hand, a national official has said the company operated within its rights to explore the deep sea for minerals.
- The operation appears to have caught many by surprise, including government authorities meant to oversee such activities.

French Polynesians revive traditional rāhui to protect fish — and livelihoods
- In French Polynesia, fishing is of paramount importance. Many residents depend on fishing to feed their families and make a living.
- Confronted with a decline in fish stocks, communities across the country are reviving a traditional method of managing natural resources called rāhui.
- This bottom-up solution, managed by local communities with help from scientists and the government, although imperfect, appears to demonstrate some degree of effectiveness.
- The island of Tahiti currently counts 13 rāhuis, and more communities are establishing them as a way to fight poverty, sustain fishers’ incomes and regain their culture.

New approach to restore coral reefs on mass scale kicks off in Hawai‘i
- ʻĀkoʻakoʻa is a recently launched program aiming to restore a 193-kilometer (120-mile) stretch of coral reef along the west coast of Hawai‘i Island — one of the first to attempt restoration at a large scale.
- The project will identify individual corals with high thermal tolerance and other high-performance traits, then use them to breed genetically resilient coral larvae for release onto the reefs during natural spawning periods.
- ʻĀkoʻakoʻa is working with partners to reduce other stressors to the reefs, which can help corals be more resilient to rising sea temperatures, and drawing on Hawaiian traditional values of environmental stewardship.

Restoring Indigenous aquaculture heals both ecosystems and communities in Hawai‘i
- The loko i’a system of native fishponds in Hawai‘i has for generations provided sustenance to Indigenous communities, supported fish populations in surrounding waters, and generally improved water quality.
- These benefits, long understood by native Hawaiians, have now been supported by scientists in a new study that looked at the restoration of one such fishpond.
- Unlike commercial fish farms, loko i‘a thrive without feed input and need little management once established — aspects that highlight the holistic thinking and values-based management behind them.
- The study authors say the finding is another step toward communicating Indigenous knowledge to support governmental decision-making, part of wider efforts across the archipelago to weave Indigenous and Western ways of knowing to heal both ecosystems and communities.

- These new highly protected areas will be off-limits to industrial activities such as fishing, drilling and mining.
- A decade ago, New Caledonia designated its entire EEZ as a marine protected area, the Natural Park of the Coral Sea, but industrial activities were permitted across 97.6% of that area at the time.

Defending a forest for tree kangaroos and people: Q&A with Fidelis Nick
- The Tenkile Conservation Alliance (TCA) has worked for more than two decades now with communities in the Torricelli Mountains of northwestern Papua New Guinea to benefit the three species of tree kangaroo that reside in the region.
- Several dozen communities signed on to a moratorium on hunting tree kangaroos, and today, species numbers are substantially higher than they were before the TCA’s work began.

‘The forest is so much more than money’: Q&A with Fijian carbon project ranger Jerry Lotawa
- Jerry Lotawa grew up in Drawa village in the forested highlands of Fiji’s largest island, and is now putting his ecological knowledge to use as lead ranger for the country’s first verified forest carbon project.
- The Indigenous-led project protects 4,120 hectares (10,181 acres) of rainforest that’s under threat from logging and clearing for agriculture, through a 30-year conservation lease that stretches across land belonging to eight mataqali (clans).
- The project has been selling carbon credits since 2018, with the proceeds distributed to the mataqali according to the amount of land they set aside for conservation, and each clan then choosing whether to share the money equally among its members or to hold it collectively for larger projects such as education and infrastructure.
- According to Lotawa, the project has helped locals to better understand the importance of their forest in maintaining their lives and livelihoods, and to pursue economic activities that don’t negatively impact the ecosystem.

- Fiji’s first verified forest carbon credit project is based in the Drawa rainforest on the country’s largest island, and has been earning income for its Indigenous landowners for five years now, in exchange for keeping their forests standing amid pressure from logging companies to fell its ancient trees.
- To make sure the project offers a compelling alternative to quick cash from logging permits, alternative livelihood opportunities are important ways to provide day-to-day income for individuals, alongside the cash from carbon credits that’s disbursed to mataqali (clans) on a quarterly basis and often used for collective projects.
- A number of local young men have been trained as rangers to monitor the protected areas, while other villagers, mostly women, are benefiting from their roles in a growing rainforest honey business — though scaling up the business to a more lucrative level remains a challenge.

Pacific alliance adopts moratorium on deep-sea mining, halting resurgent PNG project
- The Melanesian Spearhead Group put in place a moratorium on deep-sea mining within its member countries’ territorial water in a declaration signed Aug. 24.
- Leaders from Fiji, Papua New Guinea, the Solomon Islands, Vanuatu and an alliance of pro-independence political parties known as FLNKS from the French territory of New Caledonia said more research is needed to establish whether mining the seabed below 200 meters (660 feet) is possible without damaging ecosystems and fisheries.
- The moratorium ostensibly thwarts the return of Nautilus Minerals, a Canadian company, to Papua New Guinea and its Solwara 1 project in the Bismarck Sea, where it had hoped to mine gold and copper from sulfide deposits on the seafloor.
- Proponents of deep-sea mining say that minerals found deep beneath the ocean are necessary for the production of batteries used in electric vehicles and thus are critical in the global transition away from fossil fuels.

Hope, but no free pass, as Pacific corals show tolerance to warming oceans
- New research suggests that coral reefs in the Pacific islands of Palau are becoming increasingly tolerant to thermal stress brought on by climate change.
- The study found that Palau’s coral reefs appeared to suffer less bleaching over three successive marine heat waves in 1998, 2010 and 2017.
- While the findings provide some hope for coral reefs, one expert says the study has some limitations in providing a clear picture of how corals respond to different heat events.
- Scientists also say that reducing carbon emissions is essential to safeguard coral reefs — and to secure the planet’s future.

Deep-sea mining project in PNG resurfaces despite community opposition
- An embattled deep-sea mining project appears to be moving ahead in Papua New Guinea, according to officials in the Pacific Island nation, despite more than a decade of opposition from local communities on the grounds that it could harm the fisheries on which they rely as well as the broader ecosystem.
- Backers of deep-sea mining say it could help provide the gold, copper and other minerals necessary for the transition to electric vehicles and away from fossil fuels.
- But deep-sea mining has not yet happened anywhere in the world, and scientists, human rights groups and Indigenous communities highlight the lack of evidence demonstrating its safety.
- The Alliance of Solwara Warriors is a group of Indigenous communities and church organizations that have been fighting the Solwara 1 project in Papua New Guinea, which received the world’s first deep-sea mining license from PNG in 2011.

Macron touts forest conservation while promoting gas project on PNG visit
- During a recent visit to Papua New Guinea, French President Emmanuel Macron spent time with both fossil fuel executives and conservationists.
- Macron attended a presentation on the Managalas Conservation Area, which is supported by France as well as other European countries, and praised Indigenous peoples’ protection of the forest.
- During Macron’s visit, French firm TotalEnergies voted to undertake construction of a $10 billion liquefied natural gas project that will release an estimated 220 million metric tons of carbon dioxide.

Study finds locally managed marine areas in Fiji yield mixed results
- A study found that Fijian communities engaged in the country’s locally managed marine areas network, known as FLMMA, exhibited strengths in the mechanisms believed to advance conservation efforts, such as community participation in decision-making and financial support.
- However, it also found that FLMMA villages didn’t necessarily experience improved economic well-being, wealth, food security or even better ecological outcomes for marine resources.
- The authors say they hope the results will encourage practitioners to reassess community-based marine management projects to understand how they can be modified for success.
- Fiji has one of the most extensive LMMA networks in the world, collectively covering more than 10,000 square kilometers across the country’s territory.

For urban poor in Global South, nature-based solutions have always been a way to get by
- Nature-based solutions are increasingly being seen as a way of providing societal benefits and conserving biodiversity.
- Informal settlements, which lack necessary infrastructure and are often at the forefront of climate change and other natural disasters, can benefit from nature-based solutions and improve residents’ quality of life.
- A recent study explored the different forms of nature-based solutions in practice in Southeast Asia and the Pacific, their benefits and disadvantages, and identifies factors that make them successful.
- While the term “nature-based solutions” has recently been popularized in the Global North, researchers note that communities in many parts of the world have engaged in these practices for centuries.

It’s time to embrace community-led conservation vs. the colonial kind (commentary)

Hawaiian communities restore Indigenous conservation, from mountains to sea
- In Hawai’i, an Indigenous stewardship and conservation system known as ahupua’a is slowly being revived on a mountain-to-sea scale in partnership with U.S. government agencies.
- Three Indigenous communities that have successfully reintroduced the ahupua’a system are seeing some conservation successes, such as a 310% increase in the biomass of surgeonfish and an increase in the Bluespine unicornfish (Naso unicornis) population.
- The inclusion of Indigenous Hawaiian conservation, social and spiritual values, like Aloha kekahi i kekahi, have been key to building these conservation areas and forming better working relations with the government.

U.N. parties are worlds apart on plastics treaty solutions
- The United Nations Environment Programme will sponsor a Paris meeting in late May and early June in the ongoing effort to create an international treaty to potentially control plastic production and pollution.
- Delegates from 175 nations, along with private stakeholders (including the petrochemical industry and environmental groups), remain far apart on what the treaty should cover: reuse, banning certain chemicals, limiting plastics production, whether to focus on cradle-to-grave supply chain regulation or mostly on ocean pollution, and much more.
- Perhaps most importantly, the world’s countries need to determine how the treaty will be implemented: Should the final agreement require mandatory international compliance, or should individual nations be allowed to act voluntarily to solve the plastics problem?
- China and the United States are taking a far less aggressive position on implementation, recommending a voluntary national approach, while Pacific Island countries and the European Union want to see stricter rules for compliance and more focus on production limits. At this point, no one has any idea what the final treaty document will look like.

Logging threats loom over tree kangaroo refuge in Papua New Guinea
- Logging is threatening the Torricelli Mountains, a biodiversity-rich forested range in Papua New Guinea known for its tree kangaroos and other threatened species of birds and mammals.
- Community conservation efforts have helped to increase the numbers of tree kangaroos, once nearly pushed to extinction by hunting and logging, in conjunction with development projects for the people of the Torricellis.
- The Tenkile Conservation Alliance, a Papua New Guinean NGO, has led an effort to protect the area, but the government has yet to officially designate what would be the Torricelli Mountain Range Conservation Area.
- Satellite imagery shows the loss of forest and an increase in roadbuilding over the past two years. And residents of the Torricellis say that representatives of logging companies have been trying to secure permission to log the region’s forests.

Rat killers in paradise: An eradication program remakes a tropical atoll
- Like many islands around the world, Tetiaroa Atoll in French Polynesia has been overrun by rats and other invasive species that profoundly affect its terrestrial and marine ecosystems.
- In July, the paradisiacal 12-island atoll was declared rat-free after years of concerted efforts to wipe out the predators.

- The world’s first aerial sampling system that comprises a robotic arm suspended from a drone is trying to solve the problem in Hawai‘i.
- Conservationists control the Mamba robotic arm via remote control to identify and cut samples from rare plant species.
- The tool has enabled scientists to collect endangered species from vertical terrain and grow them in nurseries.

Small island, big ocean: Niue makes its entire EEZ a marine park
- In April, Niue, a small island nation in the South Pacific Ocean, designated its entire exclusive economic zone — an area about the size of Vietnam — as a multiple-use marine park called Niue Nukutuluea.
- Forty percent of the park is a no-take marine protected area; a smaller slice is managed by local villages. And about 56% of the park is a general-use zone where commercial fishing and other activities, including possibly deep-sea mining, could take place.
- The country has developed an unusual mechanism to fund the park, and is gathering support to confront the perennial challenge of monitoring and compliance in technologically advanced ways.

New Zealand convicts company of illegal trawling in high seas restricted area
- In late August, a court in Aotearoa New Zealand convicted a subsidiary of one of the country’s major seafood companies of illegal trawling in a closed area in the Tasman Sea between New Zealand and Australia.
- The judge fined the company NZ$59,000 (about $33,000) and the skipper NZ$12,000 (about $7,000), and seized the vessel.
- It’s the fourth case in the past five years where courts convicted New Zealand-flagged vessels of illegal trawling.
- The recent conviction comes amid an ongoing debate about trawling in New Zealand, with campaigners calling for a ban on bottom trawling on submarine mountains, and the industry disputing their arguments and resisting aspects of the proposed change.

Plastic impacts a grossly underestimated ‘one-two punch’ for seabirds: Study
- That plastic pollution is harmful to marine life, including seabirds, is well known, but recent research finds that the impacts may be “grossly underestimated” and that plastics can affect multiple organs.
- A new study investigated plastic ingestion by flesh-footed shearwaters and found that — as was determined in past research — initial consumption can harm the stomach. New evidence also showed that impacts are far more expansive, and may cause ongoing health problems distributed throughout body organs.
- Some forms of tissue damage detected by the new research suggest that plastic particles may also act as chemical pollutants, though this requires further study.
- Plastic pollution is a massive growing problem for the world’s oceans and marine life. Earlier this year, researchers announced that the global planetary boundary for novel entities — including plastics — has been surpassed, threatening Earth’s operating systems and life as we know it.

Scientists develop AI that can listen to the pulse of a reef being restored
- Scientists have developed a machine-learning algorithm that can distinguish healthy coral reefs from less healthy ones by the soundscape in the ecosystem.
- Previous studies had established that the sounds of life in a successfully recovered reef are similar to those from a healthy reef, but parsing all the acoustic data was slow and labor-intensive.
- The new algorithm has been hailed as “an important milestone” for efficiently processing acoustic data to answer the basic question of how to determine the progress of a reef restoration program.
- Researchers say follow-up work is still needed, including to check whether the algorithm, tested in the Pacific Coral Triangle, also works in reefs in other parts of the world.

Turtle DNA database traces illegal shell trade to poaching hotspots
- Critically endangered hawksbill turtles have been hunted for their patterned shells for centuries to make tortoiseshell jewelry and decorative curios.
- The exploitation and trade pushed the species to the brink of extinction; despite international bans on killing and trading the turtles and their parts, persistent demand continues to stoke illegal trade.
- Experts say they hope the launch of a new global turtle DNA database coupled with DNA-based wildlife forensics techniques can turn the tables on poachers and illegal traders.
- The new resource, called ShellBank, will enable law enforcement authorities to trace confiscated tortoiseshell products to known turtle breeding locations to help them crack down on poaching and the illegal trade.

Young Māori divers hunt invasive crown-of-thorns starfish to save coral reefs
- The island of Rarotonga in the Cook Islands is experiencing an outbreak of crown-of-thorns-starfish (taramea, Acanthaster planci), which could jeopardize the survival of its surrounding coral reef.
- Local environmental organization Kōrero O Te `Ōrau has been tackling the outbreak since 2020 by training young Māori people in scuba diving and running regular expeditions to remove taramea from the reef and bury them inland.
- The work has contained the outbreak on two sides of the island by collecting over 3,700 crown-of-thorns starfish, ultimately mitigating its impact on reef health. However, ongoing efforts are required.
- The project is also upskilling young Cook Islanders in marine management theory and practice.

Scientists strive to restore world’s embattled kelp forests
- Kelp forests grow along more than one-quarter of the world’s coastlines, and are among the planet’s most biodiverse ecosystems. But these critical habitats are disappearing due to warming oceans and other human impacts.

- After training as a traditional hunter and fisherman in his village in Palau as a boy, Noah Idechong has since become a “bit of a legend” in Pacific marine conservation.

Oceans conference comes up with $16b in pledges to safeguard marine health
- The seventh Our Ocean Conference took place in the Pacific island nation of Palau on April 13 and 14.
- Representatives of governments, the private sector, civil society groups and philanthropic organizations made 410 commitments worth more than $16 billion toward improving the health, productivity and protection of the world’s oceans.

‘A huge mistake’: Concerns rise as deep-sea mining negotiations progress
- The International Seabed Authority (ISA), the U.N.-affiliated organization tasked with managing deep-sea mining activities, recently held a series of meetings to continue negotiating the development of mining regulations.
- Deep-sea mining may start as early as 2023 after Nauru triggered a two-year rule embedded in the U.N. Convention on the Law of the Sea that could essentially allow its sponsored company to start mining with whatever regulations are currently in place.
- Many states are eager to finalize a set of regulations over the next 15 months that would determine how mining can proceed in the deep sea.
- But other states and delegates have noted the lack of scientific knowledge around deep-sea mining, the absence of a financial compensation plan in the event of environmental damage, and ongoing transparency issues in the ISA — and the unlikelihood of finalizing regulatory measures in a short period of time.

- In many protected areas, the distribution of funds for conservation seldom considers the Indigenous population’s views on how the money should be spent.
- In Fiji, the Indigenous iTaukei people co-manage Vatu-i-Ra Conservation Park, a marine protected area, under traditional rules and values.
- Researchers did a study at Vatu-i-Ra where they asked the local population what they see as the fairest way to distribute conservation funds.
- They discovered to their surprise that the iTaukei felt the fairest means of fund distribution was according to who has customary rights, and not equal benefits or the opportunity-cost approach, as is typically practiced in Western conservation.

Not just sea life: Migratory fish, birds and mammals also fall foul of plastic
- A new report from the U.N. Environment Programme and the Convention on the Conservation of Migratory Species of Wild Animals confirms that plastic pollution poses a major threat to land and freshwater migratory species.
- Mammals, birds and fish are affected through various means, including entanglement, ingestion of plastics, accumulation of microplastics in the food chain, and using plastics in nesting material.
- The report highlights that global capacity to manage plastic pollution is not keeping pace with projected growth in the plastics market.

Better logging regulations ‘last best hope’ for Solomon Islands, study says

- The island’s lowland forests have been intensively harvested since the mid-1960s; only the steep forests above 400 meters (1,300 feet) remain largely intact.
- If forests do not have enough time to recover between bouts of logging, scientists say, there will be cascading consequences for timber resources, biodiversity and ecosystem services on which local communities depend.
- They’re calling for improved national forest management policies that regulate reentry logging and incorporate land-use planning; conservation partners are also seeking formal protection of the island’s customary upland natural forests and investigating forest restoration techniques.

Nauru’s intention to mine the seabed prompts alarm among conservationists
- Nauru has notified the International Seabed Authority (ISA) that its sponsored entity, Nauru Ocean Resources Inc. (NORI), plans to commence deep-sea mining in two years’ time, triggering a two-year rule embedded in the U.N. Convention on the Law of the Sea.
- The ISA has yet to generate a mining code that would set out rules and regulations for deep-sea mining activities.
- Experts are concerned that the ISA will prematurely approve Nauru’s application and that deep-sea mining will commence before we fully understand the damage it could cause to biodiversity and ecosystems.

New land snail species discovered in Hawaii offers ‘gem of hope’
- Scientists recently announced a new species of land snail, Auriculella gagneorum, which was found living in the Waianae Mountains in O‘ahu, Hawaii.
- There are three known populations of Auriculella perpusilla on O‘ahu, and a small number of snails were selected for a captive-breeding program to help conserve the species.
- Hawaii once had 752 species of land snails, but more than half of them are believed to have gone extinct due to habitat loss and invasive species.

Deep-sea mining: An environmental solution or impending catastrophe?
- A new report by the Deep Sea Mining Campaign and MiningWatch Canada examines the potential risks of seabed mining operations targeting polymetallic nodules: rock concretions that harbor minerals like manganese, nickel, cobalt and copper.
- While deep-sea mining has not started in any part of the world, 16 international mining companies have contracts to explore the seabed for minerals within the Clarion Clipperton Zone (CCZ) in the Eastern Pacific Ocean, and other companies have contracts to explore for nodules in the Indian Ocean and Western Pacific Ocean.
- The report suggests that polymetallic nodule mining would negatively impact ecosystems, biodiversity, fisheries, and the social and economic dimensions of Pacific island nations, and that this mining requires a precautionary approach. Mining companies, on the other hand, say nodule mining is less destructive than land mining, and that mining operations can benefit Pacific island nations socially and economically.
- Mining companies also say polymetallic nodule mining is necessary to provide the minerals needed for renewable energy technologies, while opponents say these minerals can be extracted from land sources, including recycled electronics.

Gender-based violence shakes communities in the wake of forest loss
- Women in the province of East New Britain in Papua New Guinea say they have faced increasing domestic violence, along with issues like teenage pregnancy and drug abuse, in their communities as logging and oil palm plantations have moved in.
- Traditionally, women have been the stewards of the land and passed it down to their children, but they say they’ve felt sidelined in discussions about this type of land “development.”
- Experts say that the loss of forest for large-scale agriculture and extractive industries goes hand in hand with violence against women globally, linked with the colonial and patriarchal paradigms associated with these uses of the land.

Goldman Prize winner launches new environmental foundation in the Cook Islands
- A Goldman Prize winner from the Cook Islands who was fired for speaking out against mining the floor of the Pacific Ocean has launched a new foundation to support environmental stewardship and social action.
- Jacqueline Evans won the Goldman Environmental Prize in 2019 for her central role in establishing Marae Moana in her country: it is the largest multiple-use marine park in the world.
- “This will give our local organizations the independence they need to speak openly when they believe an injustice has been done,” Evans said in a statement.
- Evans used about $66,000 of the funds awarded to her by the Goldman Prize to launch the new foundation.

Largest coral reef survey in French Polynesia offers hope
- Researchers who studied and mapped coral reefs in French Polynesia over a seven-month expedition in 2012-13, have found that French Polynesia had one of the world’s healthiest corals, and some of the highest diversity and density of reef fish on the planet at the time of the surveys.
- Not all areas were doing well — in places that had been severely damaged in the early 2000s by tropical cyclones and outbreaks of crown-of-thorns starfish, coral cover was extremely low.
- But the team observed new corals coming up at some of the damaged sites, suggesting that “there may be pockets of resilience in French Polynesia’s reefs.”

Deforestation for potential rubber plantation raises concerns in Papua New Guinea
- The project, ostensibly for a 125-square-kilometer (48-square-mile) rubber plantation, began in mid-2018.
- Satellite imagery shows that Maxland, working with a local landowner company, has built logging roads and deforested patches of the Great Central Forest on Manus Island.
- Like Papua New Guinea as a whole, Manus is home to a wide variety of unique wildlife — just one aspect of the forest on which human communities have depended for thousands of years.
- Government forestry and environment officials were aware of the importance of the forest and a local forest management committee protested the project before it began, but it’s been allowed to continue anyway.

‘Fantastic grandmothers’ snorkel, help uncover large sea snake population
- A group of seven women in their 60s and 70s, who call themselves the “fantastic grandmothers,” have helped uncover a surprisingly large population of the venomous greater sea snake in the waters surrounding Nouméa, the capital of the French Pacific territory of New Caledonia.
- By November 2018, the women, all Nouméa residents and expert swimmers and snorkelers, and the researchers had collectively taken nearly 300 photographs of more than 140 individual greater sea snakes — much more than researchers had long believed to occur in the area.
- The citizen science project isn’t just revealing numbers, it’s also helping uncover detailed information on the ecology of greater sea snakes, such as their breeding patterns and changes in population structure over seasons.

Give it back to the gods: Reviving Māori tradition to protect marine life
- Ra’ui is an ancient Polynesian form of resource management in which traditional leaders close designated areas to the harvest of key species.
- While the power of ra’ui remains strong in the outer Cook Islands, where local tradition often trumps national decree, the system fell into disuse on the largest and most populous island of Rarotonga half a century ago.
- There, traditional leaders briefly and successfully revived the ra’ui system two decades ago, only for it to falter again in recent years.
- Today, traditional leaders in the Cook Islands are cautiously optimistic that the country’s 2017 decision to designate its entire marine territory as a mixed-use protected area will help reinvigorate ra’ui across Rarotonga.

Paradise, polluted: Cook Islands tries to clean up its tourism sector
- Tourism accounts for almost 70 percent of the Cook Islands’ economy, but the industry is proving extremely damaging to its delicately balanced island ecosystem, and is contributing to islanders’ detachment from traditional ways of life.
- Now, though, some tourism players, activists and government officials are pushing the industry to change tack in hopes it can start to sustain the island’s people and culture while protecting its ecology, too.

Will a massive marine protected area safeguard Cook Islands’ ocean?
- In 2017, the Cook Islands government passed the Marae Moana Act, which designated the country’s entire exclusive economic zone (EEZ) as a multiple-use marine protected area (MPA).
- Spanning almost 2 million square kilometers (772,000 square miles) — an area roughly the size of Mexico — the MPA is the biggest of its kind in the world.
- Now, as bureaucrats, NGOs and traditional leaders get to grips with implementing Marae Moana, many stakeholders are wondering what the act will mean in practice and whether it can meaningfully change the way the ocean is managed.

Hawaii braces for potential mass-coral bleaching event
- Current sea surface temperatures are warmer than normal for this time of year and have exceeded the temperatures preceding the catastrophic 2015 bleaching event.
- Bleached coral is not dead, but because the vast majority of the energy for the coral is coming from the algae’s activities, the vacated coral is severely weakened.
- People can act to alleviate coral stress by not touching, standing or anchoring on the reef; keeping chemicals such as sunscreens with oxybenzone or octinoxate out of the water; and suspending fishing for herbivorous fish.

Tests show multi-rotor UAVs can improve cetacean behavioral studies
- Researchers assessing the utility of small, multi-rotor unmanned aerial vehicles (UAVs) to survey and study humpback whales found that video data collected from a UAV improved upon data recorded by an expert observer from a research vessel, a standard technique.
- The observer mischaracterized certain behaviors, primarily socializing and nurturing, as other activities, such as traveling or resting, that the aerial viewpoint of the UAV captured clearly, even when the animals were below the surface.
- The whales did not show changes in behavior when the UAV approached or remained present at 30 meters above them.
- Their results suggest that small UAVs add value to cetacean behavioral research as a non-invasive research tool that can capture information that is otherwise difficult to detect from the angle and distance of a ship or shore observer.
