Microplastic pollution can fuel rise in antibiotic resistance, studies find
- Plastic pollution and drug-resistant infections are usually regarded as separate global crises. But emerging research suggests links between them: Microplastic particles in the environment are colonized by bacteria, and those bacteria develop antibiotic resistance at an unprecedented rate.
- Studies have found that bacteria exposed to microplastics develop enhanced resistance to antibiotics. Microplastics actively promote the formation of biofilms, communities of bacteria that stick to each other on a surface. These protect the bacteria and aid the development of drug-resistance genes. They also encourage resistance genes to spread from one bacterium to another.
- In high-income countries, drug-resistant infections are often overcome with medical care. Yet in low- and middle-income nations, where sanitation facilities and wastewater treatment plants are less available, infections resistant to antibiotics are prevalent and often fatal. Plastic waste is also rampant in many such nations.
- Research into the link between microplastics and drug resistance is ongoing, but action is needed now, say experts. Limiting opportunities for bacteria, antibiotics and microplastics to mix with each other, via better wastewater management and surveillance of drug-resistant strains, may be the best hope.

Can selective logging help the Congo Basin store more carbon?
- A recent study created a machine-learning program that estimated the amount of carbon dioxide already stored, and sequestered annually, by rainforests in Central Africa’s Congo Basin, the planet’s largest forested carbon sink.
- They found that managed logging concessions, which remove a small number of large trees annually and strictly control other human activities, made up more than half of the net carbon removed by Congo Basin rainforests.
- The authors say these results suggest that expanding logging concessions could help the Congo Basin sequester more carbon while also providing locals with a source of income.
- Other experts, however, argue that addressing local conflicts that lead to illegal forest clearing would be a better way to benefit these forests.

Sea level rise is ruining coastal Bangladesh with salty water (commentary)
- Projections indicate that Bangladesh faces an amount of sea level rise that will bring major saltwater intrusion into precious freshwater supplies, plus human health impacts, flooding and rampant erosion across coastal areas.

Indonesia’s blackouts reignite debate over coal-dependent energy transition

- The government aims to replace 25% of buses and 30% of trucks with electric alternatives, in line with the Nationally Determined Contribution (NDC).
- Besides adaptation, the South Asian country is now embarking on mitigation to reduce carbon emissions and air pollution that kill hundreds of thousands of people every year.

Human rights abuse allegations continue to rise in the mining sector, report finds
- The U.S. and European Union have intensified efforts to secure the minerals needed for a clean energy transition. But as investment grows, so does conflict throughout the sector.
- The Business and Human Rights Centre released the 2025 findings for its Transition Mineral Tracker, which monitors allegations of abuse by large-scale mining of bauxite, cobalt, copper, lithium, manganese, nickel, iron ore and zinc.
- The NGO reviewed 299 mining operations and their owners, counting 329 allegations of abuse, up from 156 the year before.
- The allegations increased in every region of the world, but nowhere has been worse than in South America, which has seen 447 allegations since 2010.

Women patrol Tanzania’s Pemba waters in a community-led push to protect the sea
- More than 1.8 million people live in Zanzibar, the semi-autonomous archipelago that united with Tanganyika in 1964 to form present-day Tanzania.
- Of Zanzibar’s population, roughly 550,000 people live on Pemba Island, one of its two main islands, where many households depend directly on the surrounding marine ecosystem for food, income, and livelihoods.
- Across the island, a community-led approach to marine resource management is taking root. Local communities are organized through Shehia Fisheries Committees and Collaborative Management Groups, which develop and implement rules governing the use of marine resources, including fisheries and locally managed conservation areas.
- Enforcing those rules, however, is not always straightforward. Community patrol teams often lack the legal authority needed to take action against offenders. In a largely Muslim society where marine patrols have traditionally been dominated by men, women are increasingly joining these teams to help monitor fishing activities and encourage compliance.

Laser scanning forests may boost carbon estimates, but credibility questions linger
- Ground-based laser scanning, called LiDAR, can be used to make detailed maps of forest structure.
- Such detail can allow for more accurate estimates of the amount of carbon stored in aboveground vegetation, which is helpful for assessing the outcomes of reforestation projects and assigning an accurate number of carbon credits.

Rodent-killing baits threaten small wild cats and other wildlife

- At the start of 2026, the world’s efforts to negotiate a global plastics pollution treaty remained deadlocked. Then in February, Julio Cordano was appointed the new chair of the Intergovernmental Negotiation Committee (INC) with the hope he can help move the treaty process forward decisively.
- Cordano rarely gives media interviews, but he responded to some of Mongabay’s written questions on how he plans to forge ahead toward an international plastics pollution agreement.
- Cordano continues to fully back the UN treaty negotiations process, which requires any final accord be achieved by consensus between all the national parties. He declined to comment on other possible routes to an agreement that break from the traditional negotiating protocol.

Lawsuit demands accountability for Cerro de Pasco mining pollution in Peru
- The Cerro de Pasco mine in Peru’s central highlands has caused years of environmental and public health issues due to heavy metal pollution, a new lawsuit says. The mine contains silver, copper, zinc and lead, among other metals.
- The mayor and public prosecutor for the municipality of Cerro de Pasco want operators to admit responsibility for the pollution and revise their mining practices. They also want the companies to conduct health studies and pay for medical treatment for residents.
- Although Cerro de Pasco has been repeatedly recognized as an extremely contaminated zone that gravely affects vulnerable populations, measures so far have not improved outcomes for local communities and the environment.

Plastic food packaging blankets the world’s coastlines, study finds

In Ecuador, an Indigenous community goes thirsty despite its two rivers
- On the banks of the Puní River’s middle basin, in the Ecuadorian Amazon, illegal mining has increased by 2,700% over seven years, contaminating the main water source for the ancestral Kichwa community of Capirona.
- Residents of Capirona say that, by 2021, the color of the Puní River started to change, turning brownish. Meanwhile, problems such as skin rashes, fungal infections and itching became frequent.
- In samples of mining ore collected by Ecuadorian authorities from an illegal mining camp on the banks of Puní, signs of mercury were found at levels far exceeding the permitted limit for this metal in agricultural soils.
- Industrial farming activity has also polluted the waters of the Shalkana River, another watercourse located within the community. Despite being surrounded by two rivers, residents of Capirona rely on two water tankers sent weekly by municipal authorities, which is enough for barely half of the families for just a few days.

Illegal e-waste trade turns Bangladesh into net importer
- Bangladesh has become a net importer of e-waste despite being a signatory to the Basel Convention and having its own national e-waste rules in place.

- China, which imports rare earth oxides and compounds from Myanmar, also addressed the pollution of rivers in an online statement: “The Chinese government has always placed utmost importance on protecting the environment and ecosystem.”

Despite oil spills in Nigeria’s mangrove forests, Shell continued operations, documents show
- Documents disclosed as part of a lawsuit against UK-based oil company Shell show leadership continued operating a compromised pipeline in Nigeria’s Niger Delta despite knowing it posed a pollution risk in the surrounding coastal wetland environment.
- According to locals in Bille, a town near the pipeline, oil spills between 2011 and 2013 killed thousands of hectares of mangroves and aquatic life that rely on the wetland ecosystem, impacting people who depend on fishing.

A ‘symphony’ of wildlife suggests carbon financing is working in Sierra Leone
- A study conducted in Sierra Leone’s Gola Rainforest National Park found that the United Nations Reducing Emissions from Deforestation and forest Degradation (REDD+) financing program, set up to ensure that forests sequester carbon, also confers some benefits to the park’s animal biodiversity.
- Compared to a neighboring protected area without REDD+ funding and a bordering community-owned agroforestry area, the national park had higher soundscape saturation, a proxy for biodiversity. However, the authors also found that the agroforestry area had a higher diversity of insects than the two other study areas.
- The study emphasizes that carbon financing programs can provide benefits outside of storing carbon, but experts also highlight that it shows that on-the-ground monitoring can be cheaply, effectively added to programs like REDD+ to help better conserve forests as whole ecosystems.

Indonesia seizes mercury shipment bound for illegal mines in the Philippines
- Inspectors at Jakarta’s Tanjung Priok Port found hundreds of individual containers of mercury hidden in carpets in a shipment bound for the Philippines in late April.
- Mercury is used in the so-called artisanal and small-scale mining sector to separate gold particles from ores recovered at illegal mines. West Asia conflict brings Norwegian marine research vessel back to Sri Lanka

Cerrado’s hidden carbon highlights gaps in Brazil’s conservation policy
- Hectare for hectare, wetlands in the Brazilian Cerrado holds six times more carbon than the lowland Amazon, according to the first study to estimate carbon stocks in the biome.

Wetland destruction for mining, oil palm tied to crocodile attacks in Indonesia
- Bangka-Belitung, an island province located to the north of Sumatra Island, accounted for more than a quarter of the world’s tin production five years ago.
- Satellite analysis shows that this globally significant mining industry has come at extensive environmental cost: Bangka-Belitung lost 36% of its old-growth forest between 2002 and 2024, besides the deforestation incurred in the 20th century.

Open dumping & failed reforms bury Sri Lankan cities in waste problem

Asia’s longest free-flowing river contaminated by arsenic linked to Myanmar mines

Novel research finds unexpected climate resilience in up to 36% of Amazon forest
- In recent decades, the Amazon Rainforest has repeatedly and increasingly been struck by devastating drought along with record heat due to climate change. Add to this record wildfires, rapid deforestation and land conversion for agriculture.
- Numerous field studies and modeling have found that these extreme changes are pushing the Amazon toward a tipping point and collapse of the biome — an ecological disaster that would release large amounts of carbon into the atmosphere.
- But one research team, in a recently published study, offered up some hope: They found that little-studied low water table wetland Amazon forests — constituting up to 36% of Amazon trees — have stood up well to, and even thrived, during major droughts, with an increase in aboveground biomass.
- Those findings, the research team says, put the inevitability of an Amazon tipping point and collapse in some doubt, with the possibility that low water table forests could serve as a refugia for biodiversity. Should potentially harmful chemicals be appraised by class, not one at a time?
- Everyday household items very likely contain synthetic chemicals that were never tested for long-term safety. And even when one chemical is proven harmful, manufacturers often quickly replace it with a similar substitute that in time is often found to be equally dangerous, a cycle scientists call “regrettable substitution” or the “toxic treadmill.”
- In response, some scientists and health advocates are pushing for a “Six Classes” framework that evaluates entire groups of chemicals, or chemically related subgroups, together, flagging them for scrutiny before harm is documented rather than after.
- The framework targets six broad categories of chemicals that share many common traits: PFAS (per- and polyfluoroalkyl substances), flame retardants, phthalates and bisphenols, antimicrobials, certain solvents, and certain metals.
- The chemical industry argues that grouping diverse chemicals oversimplifies the science and isn’t a workable system, but proponents say the framework is not meant to result in blanket bans but to create a more effective screening tool that better protects consumers.

New mapping data show where oil blocks threaten Venezuela’s protected areas
- New mapping analysis by Mongabay reveals the potential threat from oil extraction to numerous ecosystems in Venezuela, including mangrove forests, seagrass meadows, coral reefs and Amazon rainforest, among others.
- Venezuela has 538,883 km2 (208,064 mi2) of protected areas and 177,843 km2 (68,666 mi2) of oil blocks, some of them already in production and others in the pre-exploration or exploration phases.
- An estimated 70,785 km2 (27,330 mi2)— or around 13% — of those oil blocks overlap with protected areas.
- If oil production ramps up to the 60-year historical average by 2036 — around 2.5 million barrels — the country would extract around 70 billion barrels and release an estimated 33.1 gigatons of CO2 by 2100, according to Climate Interactive’s calculator for fossil fuel extraction from biomass-rich areas.

Promising breakthrough creates plastics that self-deconstruct on cue: Study
- Plastic pollution is an evolving global environmental crisis. More than 90% of all plastics manufactured end up polluting the environment, where they can harm ecosystems and impact human health. This “take-make-waste” linear manufacturing model stands in contrast to the circularity of natural systems.
- Inspired by the natural, timely breakdown of organic materials like proteins and DNA, chemists at Rutgers University in the U.S. have now modified existing plastics so that they can be programmed to break down into their molecular components at the end of a specific period of time, or in response to a trigger, such as sunlight.
- Historically, plastics manufacturers have faced a trade-off between material strength and degradability, but this innovation could offer the best of both worlds: plastics that retain their strength and durability for exactly as long as their use requires, and then automatically self-deconstruct for disposal or reuse.
- Global plastics treaty talks remain in limbo, but if a final accord places cradle-to-grave responsibility for plastics on manufacturers, then they would have a financial incentive to invest in self-deconstructing technologies, even though such techniques would likely be more costly than current manufacturing methods.

Nations not on track to meet UN 2030 pesticide risk reduction targets: Study
- New research finds that most countries are trending in the wrong direction when it comes to meeting the U.N.’s 2030 global pesticide risk reduction target, with the goal unlikely to be met without substantial changes to agricultural systems worldwide.
- To determine global pesticide risk, researchers used data on pesticide use from 2013 to 2019 in 65 countries, along with data on the toxicity of 625 pesticides as related to eight different species groups.
- Researchers found that just one country, Chile, is on track to meet the U.N. target of reducing pesticide risk by 50% by 2030. The team noted that while overall ecological toxicity of pesticides is rising worldwide, just four nations — the U.S. Brazil, China and India — accounted for more than half of global total applied toxicity (TAT).
- The researchers also discovered that global pesticide risk is dominated by just a few highly toxic chemicals, and they suggest that if this finding is acted upon, targeted reductions in use of these particular chemicals could be one of the best opportunities for nations to get back on track to meet the 2030 pesticide risk reduction goal.

Petrostates stymie effort to rein in Arctic shipping carbon emissions
- Black carbon emissions (colloquially known as soot) produced by marine shipping contribute to Earth’s warming climate and also reduce ice and snow cover. In the Arctic, those emissions are hastening regional heating and sea ice loss.
- In the 21st century, climate change has so diminished Arctic sea ice thickness and extent that transpolar crossings in summer by large numbers of commercial vessels has not only become possible but also increasingly frequent, resulting in a marked increase in black carbon emissions from dirty fossil fuels.
- In February, members of the International Maritime Organization (IMO) considered a proposal by several nations to require use of cleaner polar fuels, which emit lower amounts of black carbon. But the effort was blocked and delayed by large petrostates, including the U.S., Russia and Saudi Arabia.
- Implementation of the measure is expected to be delayed by at least two years. With Arctic sea voyages forecast to soar from thousands of trips annually to tens of thousands by 2050, NGOs are calling for greater support for clean polar fuels as a quick and effective way of reducing warming pressure on the Arctic region.

Recycling startups test limits of private solutions to deluge of waste in Lagos

New study assesses geoengineering marine ecosystem risks, knowledge gaps
- A new review study examines the current research regarding the risks that various geoengineering approaches pose to marine ecosystems.
- The study looked particularly at a range of marine carbon dioxide removal (mCDR) methods, along with solar radiation modification (SRM) technologies, and found that some approaches carry fewer risks than others.
- Electrochemical ocean alkalinity enhancement and anoxic storage of terrestrial biomass in the deep ocean (utilizing crop waste, for example) carry fewer risks to marine ecosystems than some carbon dioxide removal methods, such as those that would add nutrients to seawater to promote major plankton growth.
- However, better models, increased field testing, and better geoengineering regulatory oversight are needed to fully assess potential geoengineering marine ecosystem impacts, especially if commercialization proceeds. Public fears over field testing also need to be allayed.

Cambodia’s canal mega-project threatens coastal communities and marine life
- The Cambodian government is set to begin construction of the Funan Techo Canal, a nearly $1.2 billion, 180-kilometer (112-mile) waterway navigation project that will cut across four provinces to connect the Mekong River to the sea.
- The primary rationale for building the canal is to reduce Cambodia’s shipping costs as well as to generate jobs and economic development.
- Mongabay has followed this mega-project’s development for more than a year, speaking with more than 50 people living along the canal’s proposed route. Virtually everyone we spoke with noted that the government has provided very little information about the project, and amid the uncertainty, fear has taken root.

The long struggle of women farmers to halt a zinc mine in North Sumatra
- Women’s rights groups in Indonesia’s Dairi regency have been at the forefront of a legal challenge against a zinc mining company, which ultimately prevailed in court and set a legal precedent in the country in May 2025.
- The women farmers joined a group of 11 villagers who say their successive victories in Indonesia’s courts was due to their unrelenting consistency and not giving up throughout the last two decades.
- Developer PT Dairi Prima Mineral, backed by China Nonferrous Metal Industry’s Foreign Engineering and Construction Co. Ltd., is now proposing for a new permit after the environment ministry revoked the old one and is hoping to gain the approval of all community elements, including villagers.
- However, according to the local activists who spoke to Mongabay, they will continue to resist the mine.

More than 5 years after Wakashio oil spill, questions linger in Mauritius
- In 2020, amid the chaos of the pandemic, the island nation of Mauritius was hit by one of the worst environmental disasters in its history when the MV Wakashio, owned by Nagashiki Shipping, crashed into the coral reef barrier off the southeastern part of the island.
- The ship spilled around 1,000 metric tons of oil into the waters near three sites of ecological importance; more than five years on, conservationists and fishers say the Mauritian government quietly allowed the entire episode to fade from public memory, with little scrutiny.
- When Mongabay visited mangroves in 2025 that had been affected by the oil spill, fuel oil still lingered in the water-soaked earth; it could persist for decades, experts warn.
- Vikash Tatayah at the Mauritian Wildlife Foundation facilitated the evacuation of animals considered at risk due to the oil spill, including lesser night geckos, to the U.K.; eggs from the geckos and their descendants were returned to Mauritius in 2025.

In Brazil, planting forests for carbon credits could help ecosystem restoration

- Founded in 2021, Brazilian firm re.green commercially restores forests by selling carbon credits and has projects spanning 34,000 hectares (84,000 acres) in the Amazon and Atlantic Forest.

IUCN launches group to conserve at-risk microbes vital to life on Earth
- Microbial communities, though invisible to the naked eye, are vitally important to planetary health and to Earth’s ecosystems. But they are often neglected in conservation strategies.
- Like other branches of life, microbial communities are under threat due to climate change, pollution, land use change and a wide range of other human actions. Degraded microbial communities can have harmful consequences for human well-being, ecosystems health and wider planetary processes.

Hidden heroes: Australian tree bark microbes consume greenhouse & toxic gases
- A new study carried out in Australia finds that the bark of common tree species holds diverse microbial communities, with trillions of microbes living on every tree.
- The research determined that many of these microbial species specialize in metabolizing methane, hydrogen, carbon monoxide and volatile organic compounds (VOCs).
- Methane is a powerful greenhouse gas, while hydrogen and carbon monoxide are considered indirect greenhouse gases. Carbon monoxide and VOCs are also both hazardous to human health.

Involuntary parks: Human conflict is creating unintended refuges for wildlife
- Involuntary parks — areas made largely untenable for human habitation due to environmental contamination, war, border disputes or other forms of conflict and violence — have often unintentionally benefited nature, with flora and fauna sometimes thriving in the absence of people.
- In some cases, these unanticipated refugia have been formalized as wildlife preserves. Hanford Reach National Monument in the U.S. state of Washington is one example. Though the land of this conserved area surrounds a Cold War site contaminated by chemical and radioactive waste, hundreds of species thrive there.
- The southern Kuril Islands — territory disputed by Russia and Japan — offer another example. Russia has set up preserves within the long-contested area, while Japan has declared a national park just outside it. But attempts at creating a permanent border peace park or resolving tensions have failed, and future conservation is uncertain.
- With the world now rocked by geopolitical conflict and by worsening environmental disasters (due to pollution, climate change and land-use change), nations need to assess how places that become unhealthy to humanity — turning them into involuntary parks — can be healed, and what role conservation can play in recovery.

Turning the Amazon’s toxic gold mine waste liability into economic opportunity (analysis)

- The Amazonian forests, rivers and Indigenous communities who surround Mitú are impacted by urbanization, the overexploitation of natural resources, cattle ranching, illegal mining and timber extraction which have caused deforestation, soil degradation and water pollution.

Ditches on peatland oil palm plantations are an overlooked source of methane: Study

Assessments argue carbon offsets are failing communities and climate goals (commentary)
- A new report from the Land Matrix documents 9 million hectares (more than 22 million acres) of land that are subject to carbon offset deals worldwide.
- The Land Matrix data does not include what it calls “community- or farmer-based projects” as it claims that these do not contribute to land concentration and inequality — but a similar analysis sees it very differently.

Another threat to reefs: Microplastic chemicals may harm coral reproduction

Can two Amazons survive? Invisible e-waste is poisoning the world
- E-waste, which refers to discarded electrical or electronic devices, is the fastest growing domestic waste stream in the world, and it is highly toxic, threatening public health. Much of this e-waste, largely produced by rich countries, is dumped in poor countries, with Asia and Africa major destinations.

Environment Programme warns that “the increasing proliferation of technological devices has skyrocketed the amount of electronic waste worldwide” with nations now facing “an environmental challenge of enormous dimensions.”

‘Silent epidemic of chemical pollution’ demands radical regulatory redo, say scientists
- An international team of 43 scientists has called for a “paradigm shift” in toxicology and chemical regulation globally after having found severe lapses in current regulatory systems for evaluating the safety of pesticides and plastics derived from petrochemical byproducts.
- The researchers note that the full commercial formulations of common petrochemical-based pesticides and plasticizers have never been subjected to long-term tests on mammals. Only the active ingredients declared by chemical companies have been assessed for human health risks, while other ingredients have not.
- The scientists found that synthesized pesticides and plasticizers contain petroleum-based waste and heavy metals such as arsenic that can make them “at least 1,000 times more toxic” than the active ingredients alone, posing chronic disease and health threats, especially to children — claims that the chemical industry denies.
- Researchers urge lowering the admissible daily intake, or toxicity threshold, for already approved chemical compounds; long-term testing on the full formulations of new pesticides and new plasticizers; and requiring all toxicological data and experimental protocols for approved commercial compounds be made public.

Jean Beasley, who turned her young daughter’s dying wish into a mission to save sea turtles, has died
- After the death of her daughter Karen in 1991 and her dying wish to “do something good for sea turtles,” Jean Beasley committed herself to sea turtle conservation on Topsail Island, North Carolina.
- She founded the state’s first sea turtle rehabilitation center, beginning in a cramped 900-square-foot space and growing it into a respected 13,000-square-foot hospital and public education facility in Surf City.
- Beasley valued both direct action and education, believing that saving one turtle mattered but inspiring others—especially children—to care about the ocean could save many more.

- Bangladesh generates around 87,000 tons of single-use plastics annually, of which 96% are directly discarded as garbage.

- However, complainants from communities impacted and displaced by the complex of dams, water channels, feeder roads, and bridges accuse the developers of promoting the LHWP as a climate mitigation project and ignoring its impacts on their livelihoods and the environment, and call it “greenwashing.”
- The project is degrading the environment, polluting water streams used by residents, destroying cultivable land used to grow food crops, eating into forests, and reducing access to pastures, according to the complaint filed with the African Development Bank (AfDB), which is partly financing the LHWP.

Lethal dose of plastic for seabirds and marine animals ‘much smaller than expected’
- A new study looking at the impacts of plastic ingestion by seabirds, sea turtles and marine mammals found that relatively small amounts of consumed plastic can be deadly.
- The research analyzed the necropsy results for more than 10,000 animals and quantified the amount of plastic that could prove deadly as well as the types of plastic with the biggest impact, which included synthetic rubber, soft plastics (such as plastic bags and wrappers) and discarded plastic fishing gear.
- Overall, one in five of the deceased animals had consumed plastic (affecting 50% of all studied sea turtles, 35% of seabirds and 12% of marine mammals); nearly half of the species studied were considered threatened or near threatened on the IUCN Red List.
- The researchers didn’t consider other health impacts of plastic, such as chemical exposure and entanglement, which led the lead author to conclude the study likely underestimates the “existential threat that plastic pollution poses to ocean wildlife.”

Drax pellet mill wins appeal to raise pollution limits in small Mississippi town
- Industrial forest biomass wood pellet mills now dot rural areas around the globe, with plants concentrated in the U.S. Southeast, and other major facilities found in Canada, the EU, Russia, Vietnam, Indonesia and elsewhere. The EU, Japan and South Korea burn most of the wood pellets currently being produced.
- Pellet mills have increasingly come under fire from rural communities who accuse large-scale manufacturers like the U.K.’s Drax and Enviva in the U.S. of air pollution, dust and noise violations, which harm residents’ health and quality of life. A 2023 study found that pellet mills in the U.S. Southeast release 55 hazardous pollutants.
- In a rare victory last April, the town of Gloster, Mississippi, won a major pollution permitting battle against Drax’s Amite BioEnergy pellet mill — one of the largest in the world. But at an October appeal meeting, the Mississippi Department of Environment Quality reversed itself, giving Drax permission to pollute more today than previously.
- The Drax plant has been fined more than $2.75 million since 2016 for exceeding toxic emissions limits.
